The area's European history started with two Spanish land grants: Rancho San Rafael was granted to Don Jose Maria Verdugo in 1798; and the Rancho La Providencia, granted in 1821. Dr. David Burbank bought most of the lands totaling 4,600 acres in 1867 and used the land for sheep ranching for many years. Burbank sold the right-of-way through the property to the Southern Pacific Railroad for one dollar because he recognized the value of rail transport. When the railway brought many people to the area, the value of Burbank's land rose and in 1886, he sold it to a group of investors for $250,000 USD. The investor group began developing the land. They named the town after Dr. Burbank and set up the Providencia Land, Water, and Development Company to develop the land.
