Gary had the first African-American mayor in the U.S., Richard G. Hatcher.
Gary had a decidedly corporate start in life as it was founded in 1906 by the United States Steel Corporation as a location to build a new plant. The city got its name from the Chairman of the corporation, Elbert H. Gary. The history of Gary has closely followed the rise and fall of the steel industry. The 1960s brought the beginning of the decline. There were layoffs at the steel plants and then a rise in drugs and crime. US Steel is still the major steel producer in the city but it employs a fraction of the work force that it used in its heyday. In the 1990s two casinos opened up on the lakeshore which helped the city regain some of the lost steel jobs, though Gary still struggles along with a high crime rate and high unemployment.
Gary started to see the light at the end of the tunnel in 2006. There is planning in the works to demolish and develop many vacant buildings. The United States Department of Housing and Urban Development has given a grant to the city which has resulted in the building of many new homes. The Gary/Chicago International Airport has 100 million dollars in grants and donations which it will use for expansion and development. Even though the city still has a high crime rate, there is hope; homicides decreased by 13.5% in 2006 from the previous year.
